Table presents land purchases and decisions of ELY Centres (Centre for Economic Development, Transport and the Environment) and the Ministry of the Environment under the METSO Programme between 2008 and 2023. The table does not include the additional conservation of state-owned commercially managed forests (13,000 hectares) carried out by Metsähallitus in 2014 which is included in the overall development of the nature conservation network under the METSO programme.
Table presents the total area of implementation (land purchase for the Government for conservation purposes, private nature reserves and fixed-term nature reserves) of the METSO Programme per ELY Centre region annually and cumulatively between 2008 and 2023. The surface areas presented in the table are included in official forest protection statistics.
METSO Programme
The goal of the Forest Biodiversity Programme for Southern Finland (METSO), ranging from 2008 to 2025, is to develop a nature conservation area network for 96,000 hectares and, by means of environmental forestry subsidy agreements and implementation of nature management projects, to safeguard 82,000 hectares of valuable forest habitats in commercially managed privately owned forests by 2025. Participation in the METSO Programme is voluntary for forest owners.
ELY Centres act as regional bodies in the development of the conservation network. In ELY Centres, the METSO Programme is implemented 1) by land purchases for the Government for conservation purposes, 2) by establishing private nature reserves, and 3) by conserving areas temporarily for at most 20 years. In addition, it is possible to exchange land for similar state-owned land.
The Finnish Forest Centre implement the METSO Programme by means of ten-year environmental forestry subsidy agreements and by implementing nature management projects in accordance with the Act on the Financing of Sustainable Forestry.
Furthermore, Metsähallitus implements the METSO Programme on state-owned land and carries out e.g. nature management activities in private nature reserves.
